In the SCUBE-ICT project Belarus is represented by 3 organizations:

  • State Organization «Belarusian Institute of System Analysis and Information Support for scientific and technical sphere» at the State Committee on Science and Technologies of Republic of Belarus (BelISA);
  • State scientific organization «United Institute of Informatics Problems of the National Academy of Sciences of Belarus» (UIIP NASB);
  • Educational Establishment «Belarusian State University of Informatics and Radioelectronics» (BSUIR).

 
According to the analytical data from the report in English, published within the framework of Great-IST (FP6-2004-IST-3, Contract No: 015878) in December 2007, the sector of research and development of information and communication technologies (ICT) in Belarus is characterized positively by the following way:

  1. Belarus has adopted a national strategy «Electronic Belarus» until the year 2020 (document 2003), with the application and amended in recent years;
  2. Very good scientific and technological capacity (about 300 institutions, companies and enterprises working in scientific and technological sectors);
  3. Good education system is adequately funded (6,6% from GDP in 2005);
  4. Strong IT sector (export-oriented development of information technology and more than 15000 professionals, among whom about 90% with university level education);
  5. Increasing level of GDP (8.4% in 2006), good growth potential of the ICT market and tax-exempt business, dealing with scientific and technological activities;
  6. Promotion of policy dialogues on cooperative research and development of ICT among the nations of the EU, Belarus and Ukraine.
