In the SCUBE-ICT project Ukraine is represented by 3 organizations:

• State scientific information structure of the western region of Ukraine «Lviv Centre for Scientific Technical and Economic Information» (LvCSTEI);
• State scientific-research center «Institute of Cybernetics of VM Glushkov of National Academy of Sciences of Ukraine» (ICG);
• State establishment «Institute of Problems of Artificial Intelligence» (IPAI).

 
According to the analytical data from the report in English, published within the framework of Great-IST (FP6-2004-IST-3, Contract No: 015878) in December 2007, the sector of research and development of information and communication technology (ICT) Ukraine positively characterized by the following way:

1. National Strategy for Information Society Development in Ukraine is at the stage of adoption. In October 20, 2005, President of Ukraine produced Decree number 1497/2005 «About prioritized tasks of new information technologies implementation» until the year 2010;
2. Ukraine has a very good potential of human resources and traditions of the era of the Soviet Union for technological advances and research. Its educational system is one of the most effective in the target group of indicators on ICT-oriented (more than 1700 IT-professionals per million of population);
3. Large and productive ICT market (the size of the ICT market in 2005 ~ 4.7 billion euros, approximately 7% of GDP) with a high degree of cooperation with the U.S.A. and the countries of the former USSR;
4. The government introduces a partial tax exemption for the private sector and consumers, investing in research activities;
5. Creation of specialized IT-incubators, currently under discussion at the state level, provides an opportunity to strengthen the private and academic cooperation;
6. The URAN network is being developed to provide agencies, organizations and individuals in the areas of education, science and culture of Ukraine information services based on Internet technologies for implementation of professional needs and development of the above-mentioned industries.
